Council of Europe adopts first LGBTI equality strategy
Europe
The Council of Europe’s Committee of Ministers has adopted its first Strategy for Equal Rights for LGBTI People, covering 2027 through 2032. The September 23 announcement includes trans people and sets priorities for countering disinformation, preventing violence, and strengthening legal and institutional protections.
The strategy addresses healthcare, education, work, public services, and support for people targeted by hate. Member governments must carry out national implementation. Adoption of a regional strategy does not itself create a new national law or immediately remove barriers to care and safety.
This framework can help advocates press governments for concrete protections. Its value for trans people will depend on what member states actually do. No individual country score changes on the strength of this announcement alone.
