Arizona and Virginia announce youth Medicaid coverage restrictions

Arizona, Virginia

Virginia has announced that Medicaid will stop covering gender-dysphoria services for members under eighteen, and CHIP for members under nineteen, for service dates from October 13. Its September 24 provider bulletin describes up to six months of federally funded medication tapering for existing patients, subject to service authorization, and says mental-health coverage remains unchanged.

Arizona’s October pharmacy criteria likewise list puberty blockers and testosterone for gender dysphoria in patients under nineteen as excluded benefits, with six-month grandfathering for medication started on or before October 13. The document records September 23 revisions. These are announced coverage restrictions; the October 13 date is still ahead, and the transition provisions differ.

Cutting coverage threatens continuity of essential care for low-income trans young people. Neither document establishes that all care becomes illegal or that every provider will stop treatment.
