Virginia withdraws proposed restrictions on trans students

Virginia Governor Abigail Spanberger has confirmed that her administration ended a Board of Health rulemaking effort that sought to restrict transgender students’ participation in sports and access to bathrooms and locker rooms. The state’s official regulatory docket records the proposal as withdrawn on July 30.

The withdrawal prevents this particular proposal from moving forward and is a meaningful reprieve for trans students and their families. It does not create a new affirmative protection, and it does not erase other gaps in Virginia’s youth and family policies. Virginia’s state scores therefore remain unchanged after review.
